Parsons, in conjunction with Paragon Business Solutions, Inc., provided Environmental Management System (EMS) implementation and audit support for the Defense Logistics Agency. The Defense Logistics Agency (DLA) is in the U.S. Department of Defense (DoD) and provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. Working with DLA site and management personnel, the Parsons/Paragon team provided training for key personnel to introduce them to the requirements of the International Organization of Standardization (ISO) 14001 standard based EMS, defined key implementation issues and environmental aspects, and provided strategies on addressing environmental aspects, including how to determine significance. Specific EMS implementation tasks included:
- GAP Analysis. The Parsons/Paragon team developed a series of training modules and a self-assessment checklist that allowed DLA Activities to identify gaps in their EMS.
- Objectives and Targets Guidelines. The Parsons/Paragon team provided a systematic
- approach in assisting DLA with the development of their respective Objectives and Targets.
- Web-Site Development. The Parsons/Paragon team provided “on demand” support to DLA regarding the EMS website development. Parsons/Paragon assisted in the development and continued maintenance of the EMS website.
- Internal Auditor Training. The Parsons/Paragon team collaborated on the development of internal auditor training curriculum materials. Actual implementation of the training was provided by the Parsons/Paragon team.
- Self-Declaration Protocol. One of the required criteria for specific DLA directorates and installations was to establish a self-declaration protocol analogous to ISO 14001 third party registration. The Parsons/Paragon team developed a checklist that allows DLA Activities to identify and confirm completion of all requirements of the Self-Declaration protocol. In addition to the system approach with the checklist, analysis of internal EMS manuals was provided.
- On-Site Verification Audit. In coordination with the DLA Environmental Management Representative, the Parsons/Paragon team conducted on-site verification audits to assist DLA in determining the effectiveness of their EMS. Audits were conducted at headquarters and field activities to determine the effectiveness of EMS implementation, and to determine effective features within the EMS that could be exported to other DLA activities.
Parsons was the Prime Contractor, Paragon was the sole Subcontractor. The team worked jointly to deliver the six elements described above. This DO continues to be modified and extended.
