Paragon Business Solutions, Inc. (Paragon) conducted an on-site analysis of the Aviation Weather Center’s management system at their facility in Kansas City, Missouri from November 30, 2010 to December 2, 2010. The purpose of this analysis was to assess Aviation Weather Center’s current management practices relative to the requirements of the International Standard for management systems, ISO 9001:2008, in order to develop an implementation strategy for conforming to all requirements of the Standard. The goal was to support Aviation Weather Center’s further development and implementation of its management system in conformance to the International Standard.
Paragon’s approach to planning and conducting the gap analysis included the following methods:
Analysis Team:
Analysis Team members were selected for their expertise and extensive experience in evaluation and implementation of management systems.
Analysis Tools:
Management System Gap Analysis Information form was completed by the Aviation Weather Center Warning Coordination Meteorologist, Pat Murphy and Paragon’s Project Manager, Alice B. Reeves. Information provided was the basis for initial planning for Aviation Weather Center’s management system gap analysis.
Matrix of Aviation Weather Center’s Functional Areas and the ISO 9001:2008) Requirements was developed and updated as information was obtained from gap analysis participants.
Paragon Audit System (PAS) is a web based system that facilitates customized evaluations of clients’ management system and processes to requirements of International Standards. Paragon uses this system to plan and conduct internal audits, gap analyses and other audits to determine conformance to Standards. This system was used to develop Aviation Weather Center ISO 9001:2008 gap analysis checklists.
On-site Data Gathering:
Analysis Team members conducted interviews with Aviation Weather Center personnel in order to determine the current state of conformance to ISO 9001:2008 requirements. Management system documentation was examined as well if needed to fully assess conformance. Potential gaps in conformance identified were discussed with Aviation Weather Center personnel to ensure an accurate assessment and common understanding of the current state. The information gathered and verified was recorded on Appendix A – Summary of Gap Analysis- Management System Current Status of the Final Report issued December 2, 2010.
Data Analysis and Recommendations:
The Analysis Team analyzed the process data collected in order to determine how current processes interact within the management system and to identify specific process strengths and gaps in addition to those of the system as a whole.
Gap analysis results and Aviation Weather Center’s stated implementation goals and objectives were considered in the development of a customized implementation strategy building upon the identified strengths of the organization. A comprehensive Final Report was presented and distributed to management at the conclusion of the on-site work.
